Scheduled shifts are the denominator, and they must be counted
An attendance rate is shifts worked over shifts scheduled, and a system that counts hours or days instead of the shifts on the schedule produces a rate nobody can reconcile with the roster. The tracker starts from the shifts scheduled in the period and takes the missed and the late from there.
Two rates, because a late shift is not a missed one
Shifts worked over scheduled is the attendance rate; shifts worked on time over scheduled is the on-time rate, and the gap between them is the tardiness the policy scores at half a point rather than a full one. Software that shows one rate hides the pattern that matters most in a small crew.
The events score points, and the record keeps them in the window
Each missed and late shift scores what the policy says, and the points sit in the rolling window until they fall off. The paid plan keeps every shift against the employee with what it scored, shows the total in the window, and exports the tracker when payroll or the question comes.

Set the threshold from what the business can carry and read the rate against it.
